GENERAL EMPLOYMENT INFORMATION

The FBI is a unique institution in the federal government in that it is responsible for sensitive foreign counterintelligence and important civil rights investigations, background inquiries on people nominated for high public office, and criminal investigations that may involve prominent figures in both the public and private sectors. In recognition of these diverse responsibilities, the FBI has traditionally been provided broader discretion in personnel matters, such as hiring new employees, than is afforded most other federal agencies.

All persons and positions in the FBI are in the Excepted Service (Title 28, US Code, Section 536).  This plaes all FBI employees outside the general Civil Service population and allows the Director to take various personnel actions relating to hiring, promotion, qualifications, discipline and other personnel matters with a greater degree of discretion.

The FBI is authorized to hire its own personnel directly; it does not hire through the Office of Personnel Management as do many federal agencies. The Bureau recruits candidates through its 56 Field Offices and tenders all appointments through a centralized hiring system at FBI Headquarters.

Prior to employment, all candidates must complete a rigorous application process, including the successful completion of written tests, an interview, and a thorough background investigation. The background investigation includes credit and arrest checks, interviews of friends, associates, neighbors and former employers, verification of academic achievement, drug testing and a polygraph examination. A physical examination is required for Special Agents, Electronics Technicians and certain other positions. The completed background investigation is then assessed for a final decision on hiring.
