ROCKY HILL MAN CHARGED WITH DEFRAUDING U.S. DEPARTMENT OF VETERANS AFFAIRS
Kevin J. O’Connor, United States Attorney for the District of Connecticut, announced that a federal Grand Jury sitting in New Haven has returned a three-count Indictment charging EVIN HILL, also known as Edwin Hill, 47, of Rocky Hill, Connecticut, with one count of health care fraud and two counts of making false statements. The Indictment was returned today.
The Indictment alleges that from in or about March 1996 to July 2006 HILL executed a scheme to defraud the Department of Veterans Affairs in connection with the delivery of and payment for health care benefits, items, and services. According to the Indictment, HILL submitted applications for VA medical benefits and services, which included a Report of Separation from Active Duty, commonly called a DD-214, all of which contained material misrepresentations in that they falsely represented that he was a military veteran eligible to obtain medical treatment and services at VA medical facilities, when he was not a military veteran so eligible. According to the Indictment, HILL also made false statements to the VA when he claimed to have received an honorable discharge from the U.S. Marine Corps.
HILL faces up to ten years’ incarceration and a fine of $250,000 on the health care fraud charge and the false statement charges.
U.S. Attorney O’Connor stressed that an indictment is only a charge and is not evidence of guilt. The defendant is entitled to a fair trial at which it is the Government’s burden to prove guilt beyond a reasonable doubt.
This case was investigated by the Department of Veterans Affairs, Office of Inspector General, the Federal Bureau of Investigation and the VA Police Services and is being prosecuted by Assistant United States Attorneys Douglas P. Morabito and David Sheldon.
