COMMUNITY OUTREACH

The mission of the New Haven Division's Community Outreach Program (COP) is to provide outreach to the community it serves. This mission is accomplished through the FBI's established partnerships and community- and school-based programs in support of its investigative mission. The FBI's COP objective is to assist in the prevention or reduction of crime, drugs, terrorism, hate/bias, gangs and violence in the school system and in the community.

  New COP initiatives include:

  • Supporting enhancement of the Citizens' Academy
  • Establishing Partnerships with National Minority Groups and Organizations
  • FBI National Citizens' Academy Alumni Association (NCAAA)
  • Executive Office Support
  • Developing and Supporting Youth Programs

FBI CITIZENS' ACADEMY PROGRAM

The New Haven Division's Citizens' Academy (CA) was implemented in September 2000. The CA is an interactive eight-week (10 - Session) program that gives business, religious, civic and community leaders an inside look at the FBI. The next CA will be held in the Spring of 2008.

Goals and objectives:

  • To increase public awareness about the FBI, its mission, its activities, and its people;
  • To provide an avenue for the FBI to hear and respond to community issues and concerns; and
  • To strengthen relationships and improve understanding between the FBI and communities it serves

Sessions are taught by FBI executives, senior Special Agents and program managers. The standard curriculum includes:

  • International and domestic terrorism, counter intelligence and foreign counterintelligence;
  • White collar crime, including cyber crime, identity theft, financial institution fraud, health care fraud, organized crime and money laundering;
  • Violent crimes including bank robbery, crimes against children, fugitives, evidence recovery and hostage rescue;
  • Firearms safety, SWAT, and deadly force policy participants get an idea of the extensive weapons training FBI Agents receive
  • Employment, recruitment, and partnerships;
  • Discussions on ethics, disciplinary policies, communications, drug enforcement, civil rights and future trends in law enforcement;
  • Services the FBI provides to local and state law enforcement agencies;
  • Structure and operation of an FBI field office and resident agency

Potential candidates for the Citizens' Academy must be business, civil, religious, or community leaders, who meet the following criteria:

  • Must be at least 21 years of age
  • Must have no prior felony convictions
  • Must live or work within the territory covered by the New Haven Division; and
  • Must pass a background check
    Security clearance must be obtained because the curriculum covers investigative techniques used in national security and criminal investigations.

DIRECTOR'S COMMUNITY LEADERSHIP AWARD

Since its inception in 1990, the FBI has annually recognized the achievements of individuals or organizations who promote drug education and prevention by the presentation of a Director's Community Leadership Award. This Award is given to individuals or organizations actively involved in gang, crime and violence prevention.

INFRAGARD PARTNERSHIP

InfraGard is an information sharing and analysis effort serving the interests and combining the knowledge base of a wide range of members. It is an association of business, academic institutions, state and local law enforcement agencies, and other participants dedicated to sharing information and intelligence to prevent hostile acts against the United States.

The Connecticut Chapter of InfraGard is extremely active with over 600 members statewide.

SPEAKERS BUREAU

Special Agents and professional support employees participate in the Speakers Bureau. The New Haven Division may be able to provide a speaker to your education, civic, or workplace-based organization upon receiving a written request. Written requests must be received at least four weeks prior to the event and on official business/organization letterhead to ensure a speaker.

The New Haven Division will make every effort to ensure a speaker; however, due to the volume of requests and availability of personnel, honoring all requests is subject to change. The topic must be related to matters within the FBI's jurisdiction. The request must include times, audience, length of presentation and two dates if possible.

ADOPT-A-SCHOOL

The "Adopt-A-School" initiative is a model program developed by the FBI and implemented throughout school districts in the United States.

The New Haven Division declared its official partnership with the Vincent E. Mauro Elementary Magnet School on November 17, 2000. This partnership includes activities to assist students to thrive academically and become model citizens in their communities. Activities have included mentoring, tutoring, holiday drives, etc.

TOURS

Due to ongoing renovations at the New Haven Division, office tours for middle and high schools students, as well as youth and civic organizations, have been discontinued.
